First Independent State
“ Western Samoa became the first independent state in the
tropical South Pacific, and also the world’s first independent

Before Samoa became an Independent State, the Samoa Audit Office was operating as part of the New
Zealand Audit Office, and administered directly from Wellington. The first audit of the Western Samoa
administration after New Zealand`s military takeover in August 1914 was conducted in late 1915, with
satisfactory results. In 1953, the audit team in Apia consisted of three who controlled the issue of public
money and audited the accounts of the New Zealand Reparation Estates. This staffing strength increased
to six as Western Samoa was preparing for Independence. As Independence was near, it was decided to
establish a Samoan Audit Office and staffed it initially from New Zealand. In 1962. R.J.Campagnolo,
who had been the Audit Officer in Apia for some years became the first Controller & Chief Auditor of
Western Samoa. In 1962, the empowering Acts governing the work of the Audit Office were the Constitution
of the Independent State of Western Samoa 1960, the Public Revenues Ordinance 1959, and the
Western Samoa Audit Regulations 1960 (N.Z.). Mr A.D.Burns the Controller & Auditor General of New
Zealand had been submitting Audit Reports under Regulation 19 of the Western Samoa Audit Regulations
1960 (N.Z), up to the year ending 31 December 1961 to the Legislative Assembly of Western
Samoa. The Chairman of the Public Accounts Committee at the time up to 1961 dealing with the Reports
of the Controller & Auditor General of New Zealand before tabling it for discussion by the House was
Amoa Tausiiia. His Accounts Committee was comprised of Members as listed Asiata, Papali`I, Peseta,
Pilia`e, Betham ma Plowman.

By the time of the first Independence of Western Samoa in 1962, the Labour Division was under the
Legislative Assembly and all other Divisions of the Labour Department. Afioga Feesago George
Augustine Fepuleai headed both the Legislative Assembly Office, the Electoral Commission Office and
the Labour Department at the time. The Labour Department was under the Prime Ministers portfolio
together with several other Government Departments and Offices including the Police & Prisons, Attorney
General, etc.The Legislative Office and Labour Department was located at Mulinuu where the Old
Land & Titles Court House. The First Labour Department report in 1973 shows that the first Establishment
of Labour Rules was in the year 1960 and also the first establishment of Labour Section.

PSC Take-over Approved
The Legislative Assembly heard the result of a division which approved the
Government’s motion to place the PSC under the Prime Minister’s Department
and suspend the relevant provisions of the Constitutions for five years.
A general increase f 7.5 per cent for all Public Servants, including members of
the pPolice pForce, pwas papproved pby pthe pGovernment pon pTuesday p4 pMay.
Cabinet at the same time has instructed a 7.5 reduction in the staff of the Public
Service.
P.S.A to seek court ruling
The Public Servant Association seek a Supreme Court ruling over the question
of the Public Service Appeal Board’s jurisdiction. The Association believes
that any Public Servant has the right to appear before the Appeals Board and
receive its decision, rather than submitting cases to Cabinet.

The Public Service Exam was introduced in 1950 and over 800 have passed it.
All public servants need to sat this examination prepared by the NZ Education
Department. However this year, the Govt decided to end this W.S Public Service
Examination.

New Apia Wharf Opens
The WS Prime Minister, Hon. Fiame Mataafa F.M II on behalf of the Government
of Western Samoa, accepted from Mr Kopf, Merrit Tecon Fletcher’s
representative, the signed document which declared the official transferred of
the administration of the new wharf to the Samoan Government. The guests
and the public rushed on to the wharf site to witness the M.V Matua being
escorted in by two fautasi and a number of crafts, in full colour, tied onto the
new wharf.

Classification List, almost every Fiji-trained doctor at the Apia Hospital
refused to work outside of the normal working hours. The Doctors need to

Fiame Mataafa F.M II called a meeting with Doctors and Chairman of PSC to
discuss the issue. The Doctors resumed their afterhours duties straight after the

Police Women Appointed
“The Commissioner of Police & Prisons, Mr A.L Philipp, has announced the
appointment of the first Policewomen in this country. They were: Mary
Theresa Pavitt, Theresa Tavai, Theresa Shirley Fruean, Annie Elaine Laumea,
Anastasia Carolyn Schmidt, Katalina Ieremia ma Mele Fanene Vaeau. They
were addressed as constables in the service. No decision has been made on
their uniform.”

Programme.” for Government Officials
The PDP offer different courses, each comprising of 15 weekly sessions of
two hours length, starting at 5pm for senior officers in government departments
interested in this self-development effort.

A three member Public Service Commission as recommended by Cabinet was
appointed by the Head of State, His Highness Malietoa T. II on Thursday 31
August. They are Afioga Tufuga Samuelu Atoa (Chairman), Susuga Papalii

Ulua’i Samoa na tofia e fai ma Pule ma Suetusi Sili a le
Malo
In 1967 a Dutch New Zealander took
over the Audit Office as Acting Controller & Chief Auditor. He was Mr
A.R.Overhoff who had married a Samoan
and were staying at Sinamoga.
Mr Overhoff was the first local Samoan
to head the Samoa Audit Office as Acting
Controller & Chief Auditor in 1969 after
Mr Campagnolo. He was appointed the
Controller & Chief Auditor in late 1971.
Mr Overhoff was a Dutch New Zealander
married to a Samoan Lady Litia Tuilaepa
of Sapapali`i ma Sa`anapu.The New
Zealand auditors that staffed the Audit
Office had returned with Mr Campagnolo
and the Samoan Audit Office was looking
for staff. This time the staffing
strength of the Audit Office was 5 including
the Acting Controller & Chief
Auditor. The first local staff members
included Sam Sa`ili,Taua`a Oli Lelafu, Terence Betham,and Faraimo Vai. By
1971, Oli Taua`a, Sam Sa`ili and Terence Betham left the Audit Office and
joined by Peter Tevaga and Aki Tuipe`a, and the problem of staffing starts to
be the highest problem for the Audit Office for many years.

First Samoan Doctor Appointed Medical Superintendent
Dr Taula Anesi was announced by the PSC to be the first Samoan medical
officer to succeed as Medical Superintendent. Dr Anesi had been Acting medical
Superintendent for the Apia Hospital for the past two years when Dr J. P.
Sheils returned to NZ.
