SAMOAN TELECOMMUNICATIONS REGULATOR
Office of the Regulator
PRIMARY OBJECTIVE:
To establish and oversee a strong independent telecommunications regulatory
body within a relatively short time frame and to lead the Office of the Regulator
in performing the statutory functions as specified in the Telecommunications
Act 2005 in a professional and ethical manner.
RESPONSIBLE TO:
The Regulator will formally report to the Minister of Communications &
Information Technology but is empowered under the Telecommunications Act 2005
to make independent decisions.
DUTIES:
The successful candidate will lead the implementation of a modern regulatory
environment in a newly competitive marketplace. The appointee will;
1. Perform the statutory functions of the Regulator under the Telecommunications
Act 2005;
2. Ensure the regulatory functions are carried out effectively, impartially
and in a timely manner;
3. Implement the Regulator’s Charter of Independence;
4. Prepare an Annual Report to Parliament;
5. Build appropriate relationships with Government, the Telecommunications
sector and consumers;
6. Provide strategic input into the development of telecommunications policy;
7. Lead the establishment of the new Office of the Regulator;
8. Devise and implement effective processes and procedures in the new body;
9. Drive the development of capabilities and sector knowledge of staff in
a mentor type role;
10. Liaise with Foreign Governments, particularly in the Pacific Region and
International Organisations;
11. Oversee and manage the operations of the Office;
12. Construct and manage an annual work plan for the regulatory body with
budgetary parameters;
13. Advocate the benefits of investing in Samoa.
ESSENTIAL CAPABILITIES REQUIRED:
o Telecommunications – A thorough understanding of the competitive requirements
of any player in the telecoms industry. Forefront knowledge in all key areas
of telecoms regulation including licensing, dispute resolution, competition
issues, interconnection, universal service, spectrum management, tariffs,
consumer protection, numbering equipment and standards;
o Strategic Thinking – Conducts the Regulator’s functions in an
impartial and independent manner. Establishes effective dialogue with Minister
and Government Officials. Liaises with all stakeholders in an unbiased ways.
Ability to undertake Public consultation and establish effective processes
to deal with the outcomes of such consultations. Understand the challenges
of working in a developing nation and in a cross cultural environment;
o Leadership – Direct projects and initiatives that will ensure that
the required regulatory functions are being delivered. Actively participates
and leads areas of strategy and policy formulation;
o Management – Act as an effective mentor to build the skills of individual
staff and the capacity of the organisation. Provides timely and honest performance
feedback, both directly and through an appraisal process. Sets and manages
individual expectations of progress. Develop rapport with all staff and is
known to treat people fairly and equitably. Advises impartially and non-prejudicially
on staff issues or conflict. Respected for professionalism and ethical judgment.
Motivates members of staff.
SELECTION CRITERIA:
1. Minimum of ten years experience in the Telecommunications industry (Essential)
2. Strong understanding of regulatory issues in Telecommunications together
with a sound knowledge of Technical issues (Essential)
3. An advanced degree in Engineering (Telecommunications), Law, Economics,
Mathematics or a related discipline (Essential)
4. Direct experience in Telecommunications regulatory matters (Essential)
5. Management experience and demonstrated leadership abilities (Essential)
6. High level of professionalism and ethical judgment (Essential)
7. Excellent Communications skills, both verbal and written (Essential)
8. Highly motivated and keen initiative (Essential)
9. Willingness to be based full time in Apia for the term of the contract
(Essential)
10. Responsible for at least three regulatory decisions or determinations
(Desirable)
11. An appreciation of the cultural aspects of life in Samoa (fa’a-Samoa)
(Desirable)
